Yes, it is. The reason that Neptune is blue is due to the Methane in its atmosphere. The methane in Neptune's upper atmosphere absorbs the red light from the sun but reflects the blue light from the sun back into space.

Yep. Just like Earth's atmosphere scatters sunlight and makes our sky look blue from the inside, Neptune's upper atmosphere contains methane, which has the same effect from the outside.

bluish green, and it has a ring around it too, same as jupiter saturn and uranus.
