So inspectors can look inside the trailer without opening up the entire door. They climb up on the bumper, peek in the door, close the door. Keeps the cargo secure at the same time. If a driver claims they are not carrying any cargo, the inspector (or cop) can open the door and verify if the trailer is, in-fact, empty. It's of no use when the trailer is full, of course. It's just to verify the trailer is empty. Also handy at distribution centers to verify which trailer is empty and can be filled.
