Quads are Category B1 (tricycles and quadricycles), the same as a Reliant Robin.
That means they can be driven on a car licence OR a bike licence.
As long as you have a full licence for Category A or Category B (or both), you can drive a quad.

quad is B1, Bike is A or A1 depending on the size of the engine and Car is B.
Though quads can be ridden using an A licence.

Depends on where you live. Each country has different requirements to get a license. And then each license has its own sub-requirements.
Here in Alabama (USA) the requirements are:
Identification card: no age requirement
Class D learner license: 15 years old
Class D: 16 years old
Motorcycle: 14 years old
Vessel license: 12 years old
CDL Class A unrestricted: 21 years old
CDL Class B unrestricted: 21 years old
CDL Class B restricted: 18 years old
CDL Class C: 21 years old
Class D means a license to drive a motor vehicle (4 wheels)
