I am an Indian and I want to register for the TOEFL test using my dad's International Debit Card (VISA). In the ETS website they say,
"You must submit payment in U.S. dollars, by credit/debit card, or by using one of the acceptable currencies. Payments submitted in currencies other than those listed above will not be accepted and will be returned."

Go read the list on the site you referenced. The answer is perfectly clear. There's about 10 currencies accepted and rupee isn't included.
