Consider publishing it yourself online. If it is really good material the publishing houses will pick it up sooner or later. You will know by the number of hits you get if you have something marketable in hard copy.

Wait, have you already "published" your book through Vantage Press or Auhor House? If so, you are out of luck. You squandered your "First Publishing Right" which is the bread and butter of the publishing industry. If so, indeed, you have, then you have also just been scammed (a legal scam, unfortunately). It sounds like those are Vanity Presses, "publishing" companies that make money off the writers, not off the readers.
Remember, a publish company pays you, not the other way around. The only money you should be spending is on kinkos and postage (to copy and mail your manuscript, respectively).
As for what children's book publishers are accepting manuscripts, the answer is "any children's book publishers that are still in business."
Keep sending in your query letters (you have been sending query letters, right?) and maybe think about getting an agent (again, legit agents seldom require you to pay).

You're using Vanity publishers, thus, the reason it is costing you a lot of money. They will publish anyone that will pay.
