Now, as for a specific loving and nonthreatening verse, you can type in "God" and "loves" or "God" and "love" at the search engine at Biblegateway.com, and read through the quotes there. Here are a few:

Addendum: please don't be angry at those who thought you were going to hand these cards out to trick-or-treaters (I thought so, too!), or that you'd hand out these cards instead of candy (I imagined you'd hand them out with candy, as I have done). I think it's still a good idea, handing these cards to those who give you candy as you trick-or-treat. I've done that, too!
To the rest of you: I see nothing wrong with handing out a message that simply says God loves you, without threatening you with hell or anything. What if she gave out nonreligious messages that talked about love or brotherhood, such as "Have a nice day!" or "Be sweet" or "Everybody get together, try to love one another right now"? Would you find that offensive, too?

How is the implying that you know better than someone else what is good for them not putting them down. Do you believe that Christ is the only way to eternal salvation? If you beleive that then you are putting down anyone who does not believe it, by implying that they will not good enough to be accepted into the kingdom of heaven that you believe in.
On the other hand, if you pass these scripture cards out to people who already believe as you do then you are preaching to the choir and just wasting your time.
This is the very defination of a no win situation.
But if you insist, how about these verses:
Ephesians 5:7-12
Don't participate in the things these people do. For though your hearts were once full of darkness, now you are full of light from the Lord, and your behavior should show it! For this light within you produces only what is good and right and true.
Try to find out what is pleasing to the Lord. Take no part in the worthless deeds of evil and darkness; instead, rebuke and expose them. It is shameful even to talk about the things that ungodly people do in secret.

That way they will know that your god is disgusted by people who celebrate halloween!

at5 has the very best suggestion of all, no kidding. That way you let the folks who gave you candy know how much you appreciate them, but you don't risk offending anyone. I know, we're supposed to be proud Christians & not worry about giving offense by our strength of our belief in God - BUT some folks flat out don't want that. This way you let them know you really care & they feel good...

I am not knocking you at all, BUT I do hope you are getting the kids candy too to hand out. Otherwise, no one will read them and they will get thrown out, and wasted!!
Kids believe in God--Their paren'ts do too--They are not celebrating the devil when they are celebrating Halloween, they are having fun with their kids--and their kids know better than to think it is anything else but a fun holiday to dress up and get candy while Trick or Treating---So they will be pretty disturbed by you preaching to them when they are out having family fun, and not doing anything wrong--they arent having a Devil Worshiping party---So think about it b4 you put too much time, effort, and $$ into it!!
They know God loves them--and they love God too.

EDIT: It's amazing that so many people can't simply answer the question that was asked. That's sort of like giving out Scripture verses on Halloween when people ask for candy, now isn't it?

it's a lovely thought, but I think it might be offputting to some to put something biblical. perhaps you could instead write something with a similar sentiment - like "thank you for being good neighbors" or "you've made our day special and we thank you" or something like that and that way, they feel touched by the gesture instead of either having mixed feelings about it or completely dismissing the message.
i mean this very respectfully.

religion is such a serious topic, i would absolutely NOT do this. halloween is about kids dressing up, having fun and getting candy. that's all they care about. giving out religious cards with or instead of candy just seems a little out of place to me.
