The Universe is defined (see ref) as the summation of all particles and energy that exist and the space-time in which all events occur. Based on observations of the portion of the Universe that is observable, we attempt to describe the whole of space-time, including all matter and energy and events which occur, as a single system.
In a expansionist universe model the measurable dimensions of the universe are growing i.e space-time is growing. This expansion, as implied by the definition,is into whatever lies outside of the above definition. That is into something outside of of space-time.
Basically into something we have no concept of.

currently i believe physics states that the universe is expending similar to how a balloon expands when it blows up. while in our world a balloon is expanding into the space of a room its within, physicists say its not exactly like that for the universe. the concept to focus on is the way the balloon expands. how the skin of the object is expanding. if space-time is everything, everything is simply stretching out. it really remains to be seen is there is a "something" outside or if thats really even possible.

You may think it must expand into something, but the scientists don't think that. They say things like the expansion is creating space or the space is getting bigger. But it isn't expanding into more space outside, like a bubble or whatever. But the reasons they think that are not simple at all. I don't really understand it and I certainly can't explain it to you in a few sentences even if I did.

The word "universe" means "everything that exists". So, there is nothing other than the universe. Therefore there is nothing for the universe to be expanding into. Get it? Its just the universe (everything that there is) expanding.

There is nothing on the outside, the universe is it my friend. If you don't believe that, then whatever is outside of that must have something outside of it, and so on and so forth.
