They tend to hang lower with age.
If he is younger than 40 then the sack should not be touching the floor yet. Also if he has always wore boxers instead of briefs, then the sack hasn't had support for many years so they will hang very low. Also as the lady before me said, temperature has a lot to do with it.

Balls are....balls... yes, it's normal. I have heard of a procedure where an MD gives the sack a "ball tuck". It removes some of the skin so they hug the body more...but I don't know a man that would volunteer to have it done!!! LOL - HAHAHAHAHAHAHAHA!!!! That's just too funny of a question!!! Best I have seen in a while! Could you imagine a man asking the same question about his wife's...??? OHHH that would never happen! thxs for the points!

Who cares if its normal? YOu like em all saggy and low right? or do you want them all up and tight? I't gonna change due to temp. mostly. But they do have a mind of their own and if you lightly stroke them you will notice that they crawl around and move on there own. I would be more concerned on how low his schlong in hanging, hopefully quite low until you start the whole carressing his sack experiment then hopefully it's beating his stomach. So I suggest that you spend alot more time and attention on his sack if you are still concerned!

You could asked the question about womens breast and get the same answer. A better way of answering is simply is yes! It all as to do with a males little sperm factory. Sperm likes things a little cooler than most of the rest of the body. This includes all male mammals and thats the reason why the is sack outside of the body. If the balls are getting to hot for the body heat, they hang down farther. Hot summers cause the same thing to happen. In the same way when they get cold, they tighten up close to the body. Sometimes going inside the body to keep warm. If things are that cold, the magic pickle will even shrink down too. Getting back to them being like breast. If they have no support (boxers), overtime will start to hang down lower than supported (briefs). All of males have one ball higher then the other one. We were designed like that to help us when walking or running. Things aren't banging into each other.

Sure, some guys hang a lot lower than others. I have no idea why that is.

Yes, if it is hot out. They pull up close to the body if it is cold.
