Assuming it is on your computer, when it's up and running, select Help from the menu, then "About".

If it's software you have yet to buy, try "Googling" the name of it and hopefully you'll get some links that will lead you to the information you need.

If it is a web application you may want to view the source code as many time that info is in comments on the web pages or within the applications when opened with a text editor.

You mean, the company? You should have some reasonable assurance of that, when you acquired it! Otherwise it may be a harmful leech or pox upon your system.

If you mean, the human or group of humans, who had hands or minds in it, then you may SOMETIMES but not often tell by calling the program up in a text editor such as NOTEPAD and looking through it for a recognizable human name...but you may well be misled!
