I'm not sure why you need to blur it, but..

Use an antique or sepia or sunfaded filter, but make sure you lighten it to a lower opacity. Too dark looks wrong.

There is a filter that adds noise/grain, and i believe on that ads cracks as well.

to blur a section (maybe on the corners, like it got wet?) use your smudge tool

"Lisa W" offers some very good suggestions.

Add to the list that you can drop the contrast more than you would want for a fresh photo. This simulates the fade you might get in a print that has been exposed to light for many years.

Add some lens flare in places, to simulate, either amateur photographer, or less sophisticated equimpent.

Try to manufacture other artifacts, like trasparent blobs, as if water got to the photo, and stained a few spot.

Practice "burning" the edges with the burn tool. This is the one that looks like a hollow lollipop. Not the solid lollipop. This is the dodge tool.

Don't forget that you can actually stress the paper, by folding, tearing the edges and crumpling it, and then rescan the image in the highest resolution you can accopmplish.

First, desaturate the photo.
Then add a layer, set to overlay, and color it sepia tone.
Next, add a touch of blur and noise.

For a really old effect, add some creases or stains. I had one where I photoshopped in a ring left by a mug of coffee.
