If your modem has wireless capabilities and is not sending a signal, then the antenna is probably not turned on. You will need to address the modem directly. To do this you need to know it's IP address. If you don't know this address, do the following. In XP, click: Start>All Programs>Accessories>Command Prompt. At the prompt, type "ipconfig/all" without the quotes. Find the IP of your modem and write it down. Now open a web browser and type this number (it should look something like "192.168.1.1") and click enter. Look through the "Set Up" instructions until you find the control for the WIFI or the antenna. Turn it on.

Now instruct your laptop to search for any available networks.

That should do it.
