How does demand priority protocol ensure that low priority traffic does not get permanently shut out of network access?

I think that will give preference to the high prioty packets to go first and if there is room to send the low ones it will do it, but if the network is being having a lot of traffic, it will send the High ones first and probably discard the low ones, making the source host send the same packets again.
