You would need two things: a wireless router to transmit the wirless signal and a wireless card in the dekstop to receive it.
The router would attach to your current cable or DSL modem, and then the "wired" desktop would attach to one of the LAN ports on the router.
The other desktop will need to wireless adaptor to receive the signal. They make ones that plug into a USB port that work well. Plus you can move them easily to other computer should you get a new one.
Set up the wireless connect is relatively easy. When you first plug in the router to your "wired" PC it will walk you through a set up where you name, IP number and password protect the signal. Then simply run the Wireless Wizard in the Control Panel on the other desktop and it will attach it to the signal for you.
Re aware that using a wire, you get a signal that is 100mps. With wireless, the best you can get is 54 mps (1/2 the speed). If you are more then a few feet from the router, have a wall, etc in between or any other kind of interference, the speed will drop from there. So wireless is noticably slower then being a wire. Unless there is really a reason that you need to be wireless, don't do it.

To simply make it a wireless computer, you need a wireless PCI card or a USB wireless dongle.
If you want to make it act like a wireless access point after you've set up wireless, you'll need to set up Internet Connection Sharing. I've linked to two articles that describe the process. Be sure to secure the access point using at least WEP 128-bit or WPA.

You will need a Wireless Adapter. You can choose a PCI or USB. ($40 and up, on newegg.com)
Also, you will need a Wireless Router. ($40 and up, on newegg.com)
Then... read the router's manual. It's really easy to get it working.

depends if it a desktop or laptop! desktop all you need is a usb or pci wireless card! and a router
if laptop, all you need is a router and a pcmcia or usb card!
