There isn't much you can do, besides informing the owner of the IP (some ISP) which you can lookup by putting Reverse DNS lookup (and/or WHOIS lookup). These lookups can be performed at dnsstuff.com.

Most likely you can reach them at abuse@ and then the domain name of the ISP in question.

First you have to see what Internet provider has this address.Go to Samspade.org. and do a Whois query.Just type the ip address into the search field.You will find out the ip provider and an E-mail address to report abuse.With a little luck this hacker will have his account suspended.This is a harsh punishment since in most areas there are not more then one or two hi speed internet providers.The poor guy will be back to using dial up.

There isn't much anything you can do. Reporting it to the police. They'll just tell you ya ya kid. Go away, we're busy.
