The baseball all-star break was always the answer for this until recently. Then it comes down to defining your terms -- I think the WNBA has played on those days. Sometimes minor league baseball has all-star games on those days. And, of course, there is pro tennis going on somewhere all the time.

The days before and after the MLB all star game. Unless you count soccer, no major sports are in season or even preseason. Otherwise thier is Hockey, Basketball or Baseball being played.
