Does anyone even see her answer any questions? I don't. I haven't seen her in months.

Who cares, they spend so much time here, they've become top answerers, it's not like they'd be interesting people you'd want to go meet for coffee...
and that goes double for me.
It wouldn't surprise me if some of the people here have teams answering questions, powerleveling like in bad mmorpgs.

"Top" mostly means the person just sits there any types away instead of doing something else with their time. If you answer enough questions, they don't have to be good. And, you'll get lots of "10s" from people in your own party.
People should get points for asking great questions and getting stars.
