f you are looking for where to find dried lotus leaves try an Asian market. Fresh lotus leaves are much harder to find.

There is no simple answer, if you just want to see them I would suggest a trip to any of the Botanical gardens sited around the country. If you wish to buy, then you may find the New Covent Garden Flower Market in Vauxhall, London is the only option, unless you have a really good florist willing to order for you, dried leaves should be available from any Asian Market.

Almost certainly at the New Covent Garden Flower Market in London (London SW8 5NB). Closest tube probably Vauxhall. But you'll have to get up early, it closes at 9 am !
