Wow. I did this for a living for the State of PA. Generally, Interstates are owned and maintained by the State and the roadway lights and sign lights are the State's responsibility. The State, as owner, pays the bills. In PA, and most likely with other states, the lighting of lower tier roadways such as primary and secondary roads are owned by municipalities. They most likely pay the energy costs. However, lots of these governments pay the local electric utility to maintain the lights. Some govts. hire contractors much as you would hire an electrician to do maintenance. RULE OF THUMB...find out from the electrical utility co. who pays the bill, and you will find the owner.

In the UK, local street lighting is paid for through the local taxes. However, if a major Trunk Road runs through an area the responsibility for all repairs lies with the Highways Agency and they pay the bill for that street lighting, out of the taxes that are raised nationally. In the US, it is most likely to be similar withlocal roads maintained out of local budgets and national roads out of national budgets.

Street lights are usually paid by the county. Lights on interstates, are paid for by the state. A lot of the highway signs are solar powered, now in days.
