Typing cmd or command in the Run box, open the Microsoft DOS (Disk Operating System), where you can do everything in the CUI (character user interface) way.
DOS is basically Windows without the graphics.

Typing cmd in the Run box brings you to the Dos command prompt where you can type in commands. Before Windows operating System existed that's how computers where run. The user had to type in commands in the dos command prompt to start a program etc..These days you click on an icon or link.

This puts a DOS prompt screen in front of you.
You can run a lot of diagnosis, file management, network testing, etc from DOS prompts. In the BW era (Before Windows) DOS prompts were something you learned for most behind the scene work. In the AW era (after Windows) everyone wants Web GUI icons which in fact link to DOS prompts behind the scene.
If you want a detailed DOS training, procure a DOS manual - it is pretty large.
In fact there are things that are best done in DOS even today; network config being one of them.

chkdsk utility works in command prompt only

Yes, but as soon as the command is executed the window will close. So if you need to see the output of the command you're out of luck.
