Why do people, such as S.W.A.T or Seals wear the bulletproof vests where you can see them?

Wouldn’t people aim for their head or crotch?

they're too bulky to put under their shirts. most bad guys don't shoot that well.
i have wondered the same thing. (why there aren't more head or crotch shots)

Short answer: head and crotch are lower percentage shots. The body armor covers the spots most likely to be hit.
