The answer is: (y-7)

Here is how:

( (y-7)^2 / 2 ) / ( (2y-14) / 4 ) = 4 (y-7)^2 / 2 (2y-14)

This simplifies to:

2 (y-7)^2 / 2 (y-7)

This simplifies to:

(y-7)

Presto.

I'll use ~ as the divde sign
is (y-7)^2/2 ~ (2y-14)/4
so change it to (y-7)^2/2 * 4/(2y-14)
so 4*(y-7)2/2*(2y-14)
so 4*(y^2-14y+49)/2*(2y-14)
so (4y^2-56y+196)/2*(2y-14)
so (2y-14)^2/2*(2y-14)
so (2y-14)/2
so y-7 is the answer.
