Not illegal, clearly.
However, if you have suffered damage from floods, and the neighbour still refuses to desist from an activity that causes damage to your property, that's a different matter.
That would certainly count as causing a nuisance,negligence, and quite possibly as malicious damage. Speak to a solicitor, or your local CAB.

I suggest you file a written complaint with the apartment manager and bill them for everything that has been ruined. Also point out how much time it is costing you.
Also, point out how they might be getting rot and mold (which will make the apartments uninhabitable) in the walls and floor due the frequent wetting--make it in their best interest to solve the problem.
Also point out that, if not solved, this repeating problem might force you to move out.
If your neighbor is doing something that could damage the apartment building and harassing the neighbors (even though no incident is intentional, the repeatedness indicates that they are aware of the problem but not making any changes), which could eventually lead to their eviction. The manage might be having other problems and might want to evict them but just not have adequate legal reasons. You might be able to help by providing this information. If you notify the manager immediately each time it happens, they can inspect and confirm the floods, document them, and eventually solve the problem. Because of laws protecting good tenants from bad landlords, though, it will take some time and lots of documentation to prove it's the tenant, not the landlord, who's the problem.

It depends on whether the action is reasonable or not. If someone leaves a washing machine running and is aware that, for whatever reason, it may not work properly and overflow & flood, they would be negligent if they left it running in their absence. If they were to leave it running knowing it would flood and did not care about it, that would constitute gross negligence.

Certainly not.
If this were the case, leaving a radio or television set on with a fire being caused by a short circuit would also be illegal.
However, leaving a smoking cigarette that causes a fire would probably negate any claim for damage to an Insurance Claim.

I don't think there is a Washing Machine Act.
It's not against the LAW to leave your washing machine unattended. I do it regular, as I do the oven, fridge, freezer & dishwasher.
Imagine how many people would be up in court if we were arrested for law breaking over a washing machine.
Get some sense of reality will you.

I know a guy who got 25 to life for leaving his washing machine unattended. Apparently the machine unplugged itself jumped out the window killing his neighbour. The machine was never found.

Since all washing machines have the ability to stop on their own, no there is no such law, in fact if there is, I never heard of it. So go ahead leave while the machine is still going.

I never heard about that one! Kept my washing machine on when going out (If i had to) In Scotland and now do it in Ireland. Why should it be illegal? Or maybe were you thinking of laundering money LOL

erm.... this is legal as far as I know, however people like GreenPeace might have a different view on the subject.
however i also may suggest that if this flood is through no fault of your own then claim on your neighbours insurance.

Law where? In the U.S.? Well, there is no law against it. But, how comfortable do you feel about it? I have seen houses catch on fire because someone left the dryer going and the lint build up caught on fire. I have seen the house flood because someone left the washer and it over flowed. Now, you decided what you want to do.
