In cultures that don't 'cover up', nudity is a natural occurrence, with no 'turn-on' in the same sense as modern societies. Therefore, in answer to your question, i would suspect that wearing clothes and hiding our bodies creates a sense of 'unknown' and sexuality. The mass media contributes to this obsession on nudity.

I think that you need to qualify your question: Why does some nudity turn us on? Not all nudity provokes a positive response.

I agree with dlin - it's mostly the clothing.
Just think that in the 1900s, when even ankles were covered, showing an ankle was considered sexy stuff lol.
