He is suppose to pay employees at the regular payroll schedule, whether that be at the end of the week, or bi-weekly. He cannot withhold money you have already earned. If he does, you can go to the labor board and he will in in some hot water.

Depends on your contract of employment, it will indicates how much notice does your employer need to give you if he wants you to stop working for them, usually it will be two weeks notice or he or she may give you two weeks payment in lieu of notice, this mean that you dont need to be present for work for two weeks and get two weeks payment of wages.
