the letter was to a specific church with out spoken women remember he had been a Jewish Pharisee. I think it was his opinion in that situation not a general rule.
9I also want women to dress modestly, with decency and propriety, not with braided hair or gold or pearls or expensive clothes, 10but with good deeds, appropriate for women who profess to worship God.

11A woman should learn in quietness and full submission. 12I do not permit a woman to teach or to have authority over a man; she must be silent.

Paul is taking; read the whole chapter of 1 Timothy 2

If you believe that the Holy Bible is the Holy Words from God, then surely and truly it is instruction and commandment from God; 2Timothy 3:16.

Besides, this scripture you have presented is about teaching the Holy Words of God to both men and women by a woman (as pastor or elder) or to preach to a congregation.

1Co 11:3 But I would have you know, that the head of every man is Christ; and the head of the woman is the man; and the head of Christ is God.

Also;
Gen 2:7 And the LORD God formed man of the dust of the ground, and breathed into his nostrils the breath of life; and man became a living soul.
Gen 2:22 And the rib, which the LORD God had taken from man, made he a woman, and brought her unto the man.
Gen 2:23 And Adam said, This is now bone of my bones, and flesh of my flesh: she shall be called Woman, because she was taken out of Man.

Gen 3:16 Unto the woman he said, I will greatly multiply thy sorrow and thy conception; in sorrow thou shalt bring forth children; and thy desire shall be to thy husband, and he shall rule over thee.

God has laid out responsibilities:
As to the head of a family, which is the man.
As to the head of the church which is Lord Jesus, 1Co 11:3.

That's why it is not biblical to have a woman as head of a congregation or to be a pastor; 1Ti 2:11-14. Titus 1:5-6.

Although, we can't use this as an excuse to abused our wife or to despised them;
1Co 7:3 Let the husband render unto the wife due benevolence: and likewise also the wife unto the husband. 1Co 7:4 The wife hath not power of her own body, but the husband: and likewise also the husband hath not power of his own body, but the wife.

The Trinity is not an opinion from Paul.
1Jn 5:7 For there are three that bear record in heaven, the Father, the Word (John 1:1-3), and the Holy Ghost: and these three are one.
Mat 28:18 And Jesus came and spake unto them, saying, All power is given unto me in heaven and in earth.
Mat 28:19 Go ye therefore, and teach all nations, baptizing them in the name of the Father, and of the Son, and of the Holy Ghost:
Mat 28:20 Teaching them to observe all things whatsoever I have commanded you: and, lo, I am with you always, even unto the end of the world. Amen.

a) The literal sense is that is Paul's the one giving the commandment.

b) As for the Trinity, Paul is not half as explicit as the ecumenical councils, specially Nicea.

Look at verse 7 for your clear answer:

1Ti 2:7 Whereunto I am ordained a preacher, and an apostle, **(I speak the truth in Christ, [and] lie not;)** a teacher of the Gentiles in faith and verity.

Paul says himself that he speaks of his opinion and teaching. If he is giving a rule from God he will say so.

It wasn't to just one church. 12 and 13 says women aren't allowed authority because eve was decieved and decieved adam. It pretty much says all women are prone to be decieved and will lead their men to be decieved.
