If you just say the words, "You look nice today". Then no, that is not sexual harassment. But, if you keep telling her or make obscene gestures when you do it, then yes, that is sexual harassment.

No, it's called a compliment. But is that how you said it? Or was it more like, "Man, I feel like a woman!!!" or "Hey Baby, you look pertin' nigh good enough to eat..." or perhaps the old standby "You look niiiiiiiiice", with a wink or a long up and down stare. It's like a lot of interesting things in life. It's not the size of your compliment that matters, but how you use it.

no if you say that words in a nice way....but if you tell a girl about her nice looks with your tongue licking out with annoying gestures and malicious look...it is a form of harassment..expect a big slap on your face!!!!

its all in how it is perceived. If she dont like it, its harassing. But idont think you could get sued/fired for saying "you look nice" but i wouldnt try it twice :)
