I can give you some phrases:

1) ¿Qué hora es? (means what time is it)
2) Cuarto para las cuatro (means 3:45)
3) Cinco y media (Means "5:30")
4) Las seis en punto (en punto means o'clock)
5) Siete y cuarto (means 7:15)

PM and AM are used just the same. Just remember that when giving an AM hour it is said "de la mañana". If you are talking about a PM hour is "de la tarde".

Hope it helps!
