The rider on the first white horse is Jesus Christ. Revelation 6:2 says he goes forth conquering and to complete his conquest. This can not be Satan because Satan's ultimate destiny is to be defeated and destroyed. He has only a "short period of time" left. (Revelation 12:12)
The rider on the white horse is also given a crown. Jesus is given a crown.(Revelation 14:14)
White symbolizes holiness.

There's only ONE white horse. Innocent and pure humans are the “rider” upon the “white horse."
