Ive never heard that
I dont think satanists even believe in satan?
My personal belief is that this life is in the same plane as hell, its tainted with "sin" therefore: it is hell
If satanists dont want to "serve" the lord, then technically they are ruling hell because they are more or less "in control" of the choices they make. etc etc.
I think people who choose satanism as a religion are possibly reacting to bad "christian" exposures or have been traumatized somehow. Their reactions to spirituality is often out of anger, and has little wisdom.

Serving is better than Ruling. Serving makes u n others happy. But Ruling Makes only you happy.
As Serve in Heaven is best. As Rule in Hell is Only Better.

The Servitude was done in your life here on Earth, Heaven will be the reward for your service

Sorry, but that was Milton, not a satanist. I think he was a bit depressed when he wrote Paradise Lost (that's what the quote's from, if memory serves) but I don't think he considered himself a satanist.

Most true Satanists don't believe in hell. Don't confuse a Satanists with a Devil Worshipper.

I think that is a silly statement. Satanists don't really believe in hell and heaven.( And Christians will definatly rule in heaven!)...Blessings!

There are none in Hell that rule. They are in individual torment for not accepting the Free gift of Salvation through Jesus Christ. Hy they do not even get to pick where in Hel they spend their eternity.

Hell is ....well.....hell.....
I mean even if you aren't a Christian the very concept of a hot liquid river of fire just CAN'T be appealing....can it?
Even if I was a total heathen......I'd choose Heaven just based on the obvious conceptions of both.

It's always good to do something good than to be fully in control of something evil. I would prefer serving in heaven
