A detective is also known as a follow up investigator. This is a rank, not just a position that you walk into. You have to be promoted. Any report that is generated by the beat Officer, is turned over to a Detective for follow up. Undercover work is normally for specialized units, but a detective can participate if asked, just like a patrol Officer. The time element to become a Detective would vary within the departments.
