she had surgery on one knee. cant afford another surgery, dog limps alot

Horrific pain... Not a good quality of life.. Should have gotten health insurance.. Especially after the first one went.. You should have been told that the other was very likely to have problems next.

The pain usually subsides rather soon, but she'll always have an unstable knee. It will put strain on the other leg, too. I'd make sure she was on a good pain med like Rimadyl until it felt better, and a good joint supplement. Keep her weight down--if she's the littlest big overweight it will make things worse. She is more apt to get arthritis in that knee earlier as well. I've seen people have to make this choice, and the dog generally does fine if you do the above.
