Based on commercial kegs...Foamy could mean a number of things:
Gas pressure too LOW-(if it were too high the beer will come out fast but look flat)
Keg not cold enough
Beer line to tap not cold enough
Tap in need of a service.
If increasing the pressure, give the gas some time to build. If you are going to decrease the pressure you may need to de-gas the keg first.

I have a kegarator at home, had the same problem, CO2 set too high. Check your guage should be around 20-24. If it is higher, turn the knob in whichever direction(mine is counter clockwise) to reduce the pressure. Do it slowly, a quarter turn each time and release some beer to give true pressure reading. When you get back to normal, clear the line of any remaining foam although there should not be much. Pour yourself a stiff one and enjoy.

If it's flat and foamy I would suspect a problem with the fermentation. If it's coming out foamy but going flat in the glass then I would suspect that the glass is greasy.

lower the pressure by making sure the beer doesnt come out and then let the air come out though the opening and then chug chug chug chug chug chug chug jk lol good luck
