The white strobe beacons are for daylight use. The FAA considers 400 plus foot towers to be a hazard to air navigation in the daytime, therefor need additional warning beyond high visibility paint. This is a popular size for rural cell towers. The FAA considers towers 200 feet and taller to be a hazard to air navigation at night, and requires red illumination. The FAA can require any tower or building regardless of height to be lit if they consider it to be a hazard, such as located near an airport.

The white strobes are not to be used at night expect in an emergency, tall towers are supposed to use red illumination beacons at night.
