Pressure washer. The paint will come right off without using any chemicals at all.

A product called "Goof Off".It is an excellent paint remover.

A can of paint remover will do the trick.

You can use so acid. That's what i would use but if you have a pressure washer you can use that just add dish detergent and Clorox

latex is water based ,
try , muric acid, wear eye protection, gloves etc.
or power wash it ,with hot soapy water .
then seal your porch ,with concreate sealer
