Tires are not purchased anymore, they are leased from Goodyear. Yes they have to pay to use them, but all the tires are returned to Goodyear at the end of the weekend. As for the decal, Goodyear has a contigency program and an award for the champion each year (24 karat gold scale replica of the champions car). To be eligible for the program, the teams must display the Goodyear logo on the front fenders.
