I use popcorn and stale pastries. I buy the popcorn cheap in bulk, pop it up and put it in garbage bags to carry. It's light and I can carry it into some distant sites with no trouble. I buy the stale pastries at bread stores and from a local donut shop when they get past the use by date. On occasion, I pour a little honey or maple syrup on it as well. It wokrs like a bear magnet.

In the few places it is legal to hunt bears that I know of, it is ILLEGAL to 'bait' bears in ANY manner! ! !
One of the two hunts I've been on that we took bears, it was totally unintentional, and, lucky for us, in a way, we were legal, as I was one of two shooters who took down the grizzly (about 4yrs.& 950lbs.) who attacked our party while we were dressing out a buck elk one of us had just taken less than an hour before.
I was so heartsick over having to kill a 'namesake' that, even though I helped salvage the carcass, and later made an excellent 'Grizzly Mulligan' in its' memory, I wanted nothing else to do with the trophy, even though it couldn't be determined which was the 'kill' shot. It was definitely a case of 'self-defense'!
The other hunt was a complete 'freebie', paid for by hunting comrades, and I wasn't along when the bear was taken.

I don't know that it's best, but this certainly works. Get a stillborn calf from a local rancher, keep it in your freezer until hunting season. Put it into a couple of extra-heavy duty black plastic trash bags, making sure to seal them well. Make sure it's in the sun all the way to your hunting area. (You want it to be really ripe.) Once you get to the area you want to hunt, locate the place you want the bait, then get the bait to that position without tearing the bags. Hold your breath, slice the bags open and go to where you plan to shoot from--then wait for your bear. I have a friend in Canada who has used this technique for years and is extremely successful.
