Currently, there are 45 states which are members of the DLC. Not all states report citations to the home state, unless it involves a suspension. There is no such thing as one state not honoring a DMV law.

Every state I know about asks when you apply for a license if you currently have a valid license or a suspended license from another state. If you don't answer truthfully, any license they issue you can be revoked and you can be charged with perjury. Many states have drivers license records available on-line. If they know which state to check, it is not hard to find out.

I think these days they all check each other. That didn't used to be the case.
You can call up the state where you want a license and ask them if they check or "have reciprocity" with the states where you don't want them to know about. No reason to identify yourself if you do it that way/

Any state you go to can bring up your record in minutes via the Internet; they will do so. If you can't drive in one state, what makes you think that another state wants you driving in theirs! Their gonna check, count on it!
