Yes and when your not even looking too. I met my fiance through social events over a two year cycle and we just thought we were mates, turned out everyone else could see our attraction for each other but us we laugh about it now

No, I do not think it is true. Did you ever noticed, when you learn the new word, you recognize it everywhere and see it ten times a day. How come you never saw it before?
You have to be well aware about thing to be able to recognize it. The same with love. You would have to be aware of your needs.
