We are going to Hongkong this November and heard about the budget hotels in Tsim Sha Tsui which are affordable like Mirador Mansions (Man Hing Lung Hotel), are they safe? and can we just go there and booked for a nights stay? How much usually a room good for 4 persons there?

typically, most tourist spots and shopping areas are safe... i stayed in a budget hotel between yau ma tei and jordan previously... we walked to mong kok and tsim sha tsui, unless we're really tired, then we'll take a train.
but hotel rooms are very small in hong kong so my advice is to bring small lugguages and you would probably need 2 rooms. book in advance if it's during the peak seasons as most budget hotels would be full for travelers staying a night or two before continuing their journey to mainland china. have fun!

Try the Dragon Hostel in MongKok, it is cheap.
