The only way a dog can get rid of excess heat..as in the summer, is to pant, or breathe rapidly.
If your dog is older, he/she could have some heart problems (congestive failure, where fluid builds up around the heart and lungs). A check with the vet might be a good idea.

well a dog somtimes breaths rapidly....but in some cases,a dog might breath hard,and panting,that is a mecanism that they use to cool their bodies to a cool temperature,
BUT and the same time the dog may breath to much its not letting oxygen into the brain :]

Exertion, hypoxia, pain, stroke/seizure, stress, heat, shock, physical distress (aside from pain, such as swelling, pressure, and discomfort) etc etc etc. If you're worried, see your vet, heavy breathing is just scratching the surface.

its so they can run faster because they are already used to breathing fast so they dont really lose their breath when/after they run

They pant like that because they cannot sweat...it is how they cool down.
