No, but it is still illegal.
During the daytime, the eyes are already adjusted to increased lighting conditions. The addition of a few more photons entering the the eye will not harm the it.
Thinking about it, neither will flashing the high beams at night, although the glare can be very distracting, and prevent the other driver from seeing anything else clearly.

No, it will not cause any damage, but someone will notice, however. It is much more serious and dangerous at night than in the daytime.

Not sure who them is, the lights or someone. Either way it will do no damage to either. Your high beam is no different than your low beam it is just aimed higher.

no. it wont blind them in the day. i ride the bike with high beams on in the day at all times just so the cars will see me. i'll detect a bike a much longer range if he rides with the high beams on than the low beams.
