This item has nothing to do with the German Military or the SS.

Its for a civil organization, the symbol of the man with the staff and snakes is the god Mercury and the staff and snakes is a medical sign still used world wide.

A Wirtscaftsgruppe is like a trade union.

I believe it to be connected to a First Aid workers in Factories who provide help during the time of an accident.

desertviking_00 is correct. I couldn't confirm the SS part but the one I seen had a faint SS on it, I believe it was on the hat. Does yours have that too?
