Where is the bleed box in Photoshop CS3, how do I change the DPI?

I need to make this bookmark 300 dpi and teh bleeds should be 2.55x7.25

You change the print resolution in the Image Size dialog box.

RIGHT click on the title bar of the IMAGE window and choose Image Size.
