It depends on your state, county, city, etc.

Short answer is yes. When you bought the house in California, it had an assessed value based on what the seller paid. Supplemental taxes result from adjusting the assessed value to what you paid and prorating it at the new assessed value for the part of the year you owned the house.

Property taxes are due every year. If there's been a Mello-Roos assessment you may have extra on top of your Prop 13 tax.
