It depends on the surface area of the lion. You would need enough cats at least to completley cover the lion. Then probably a few more to fill in any gaps when the lion starts to scramble them up.
The cats would nibble on the lion till he was suffering from severe blood loss.

Millions for the lion to even begin to feel fear. More chance the cats would leg it as soon as they saw the lion anyway.

1 cat gets run over by a bus, cat lays at side of road. a freezing cold nite follows. next day sun comes up and thaws out cat, the next nite the cat freezes again then is thawed out again the next day. lion then eats cat, lion gets food poisoning and dies as food hygiene says you cannot freeze food twice.
