Yes, you can get a little harness for them at Petco or Petsmart.
I'd be leery of taking your bird outside if you live in an area with West Nile since birds are especially effected by the disease.

Check with a company called Avian Fashions. You can find them with a search of the Internet.
They are the original inventors of the "Flight Suit." These suits come in all sizes. They have a tether which you can use to keep your bird from flying away, plus there in an incorporated disposable diaper. The diaper keeps you clean, and does not allow the messes to get into your birds feathers!
The suits come in many colors and styles. Our Quaker Parrot has 6 Flight Suits including a camouflage , a patriotic Red, white and blue, and a Tuxedo. They also do holiday suits , such as witches at Halloween, and Santa at Christmas!
You will have to train your bird, but in time he will come to realize that wearing the suit means that he gets to go "Bye-bye!" Our bird loves to go out! he goes shopping with us, to our friends, and even went to our last historical reenactment!! Our bird loves going "Bye-Bye" so much that he now even helps me to put the suit on him!
We checked out the "Feather Tethers" that are carried at pet shops, but they were not as good, and did not have the diaper provision. But check out both on the Internet to make up your own mind.
One last tip: the Flight Suits can be found on many on-line pet supply sites, but they are cheapest at the actual Avian Fashions site.

Hi.
First of all , if you want to take him out and if you haven't already, have his wings clipped.
There is a product called a "Feather Tether" available that you can train your 'Tiel to wear when you take him outisde.

This is a LOT of training! He isn't going to like it one bit, but you can do it. I have a better solution:
For a bird the size of a cockatiel, you might want to consider a "Carry-Cage".

Look around for the best "Carry cage" or "Travel cage" that suits your particular needs.
If your little guy is in a carry cage, he can go with you, see everything and still be safe. This is a great option.

There are "Feather Teathers" yet they don't in good shape ok on a parakeet. Even the small ones are cumbersome for the lil adult men. one element for specific is which you're able to desire to get the wings trimmed on a many times going on foundation. this does not injury the chook. so a ways as having it get loose, you are able to possibly do a makeshift band with telephone #, yet not too a lot of human beings do this. Yes there is such a thing as a "bird leash".You see them all the time at Parrot Conventions & "Get-Togethers".Most of the 1s I've seen were the Cockateil size.Thank you

Hunting birds such as falcons are tied with "jesses" on the feet. I don't know of any sort of leash that goes around the neck, and wouldn't think it would be advisable.

They have 'feather teathers' whitch are small harnesses for your bird, but if you have snakes, I wouldn't let your bird out of your sight... Wild birds are also a threat. I heard a story about a person who always let their bird fly around the neighborood, but one day it got attacked by a bluejay and was almost killed... That's why I'm sometimes scared to walk my bird.

hmmm no that i know of... but maybe with the help of a vet you could design and patent one. Its worth a try.
And im glad that you know about the dangers of leaving a bird unattended in a cage outside. Like raccoons, snakes and birds of prey... :)

Yes, they do sell bird tethers and some have a little diaper pouch attached, so that your bird can stay on your shoulder, and you don't have bird dodo, down your back.

You can get a harness, or flightsuit, and leashes can be attached to either. Watch out for predators if you take you tiel outside though.
