Stop outside activities, like sports, if he plays any, and no TV, video games or computer time during the week. Tell him that if he can show that he can get his homework done for half of the school year you will allow him 1 hour of TV or game playing after he finishes his homework.

I can't imagine what kind of homework a 7 year old would have (no homework in this district for kids under 5th grade except for times tables). However, you might ask him when he would like to do his homework. I know some people insist that they do it when they get home from school, but sheesh, they've been IN SCHOOL for hours and hours and they need playtime and sunlight. We always did homework directly after dinner in time to watch a favorite TV show. However, the TV was only on twice during the week. We played a lot of board games and such in the evenings.

I have a 7 yr old daughter myself with the same problem. I try to sit with her and make her homework fun for her. She doesnt sit and do it unless shes having fun with it.Also having the tv off and a quiet place to work does really help. Rewarding for cooperation is also a good tactic.

Give him a treat after he gets it all done. I used to keep a "Goody Bag" for my boys. It would contain little cars and things I picked up for less than a buck. They were rewarded with the goody bag for different things, besides doing homework, for cleaning their rooms without being told, etc.

I also used the goody bag to pick up any toys they left laying around after they 'cleaned up' and put them in the bag. They had one chance to do a good deed to get the toy back, after his brother had the option of taking it.

Some people say rewarding kids for doing things they are supposed to do is wrong but I respond to that with "Would you go to work if you were not being paid?" It's called incentive.

Sit him at the dinner room table and make him sit there until his homework is done. Real simple!

DO IT TOGETHER.... GIVE HIM SOMETHING TO WORK TOWARDS.... LIKE, IF HE TURNS IN ALL HIS HOMEWORK THIS WEEK, THEN YOU WILL TREAT HIM TO A MOVIE, OR PETER-PIPER-PIZZA, CASTLES-N-COASTERS....
MAKE SURE THERE ARENT ANY DISTRACTIONS, SUCH AS T.V., VIDEO GAMES....ECT..

GOOD LUCK!!
