I find it very sad that you have such a warped and pessimistic view of humanity. In my experience, people have a natural objection to murder and in fact are keen to ensure that there is justice and fairness - nothing to do with needing to have a god insisting on it. When someone who apparently is a believer in God feels that this is all that lies between him and his kind and murder, we must assume that he has had to hang on to a belief in God in order to prevent his inner psychosis manifesting itself. So perhaps this tells us that atheists and agnostics are more psychologically sound, and able to know innately that murder is wrong.

Who is to say who the useless people are? What if it is you? Would you go along peacefully? Would you stand and scream that you have rights?
From about 1938 to 1945, the Germans successfully exterminated about 12 million people, of them about 6 million were Jews. When they attacked the USSR they exterminated about 20 million or more. When they attacked the west about 5 million died. The Germans were in the right according to them. According to the Nuremberg Trials they were in the wrong. God is not there for Action, He is there for relief. Next time ask a better question.

o_O i hope this is a joke. it's pretty stupid. the reason we have laws that keep us from exterminating you useless people is because exterminating people in general is typically viewed as wrong in our society due to the fact that it goes against our developed human sense of morality. so what on earth does that have to do with god?!

Unfortunately, despite a belief or not in god(s) it is real people who decide who is "useless" and set up programs to enact their beliefs.
PS: After the French Revolution, the leaders of the revolution were the next to go. They started off to clear up the dead wood at the top of the bureaucracy, then just could not stop killing.
