It depends on how long and for what reason(s) the person is wanting to go there. A US citizen can go to visit for up to 6 months on just a passport. :)

For a U.S. citien, see site below. If the person is a citizen of a different country, enter, "British information services, and the name of the country." citizens of the U.S. do not need a visa to visit the U.K.

Ask at the British Embassy in the country the person is from.
