Being that your user name is "iamsunshine" and you want to make a voodoo doll, I think you're probably a fun person! Anyway..a voodoo doll can be made from anything, but the best voodoo dolls are made from pipe cleaners and aluminum foil. I curse the **** out of people with my tin foil/pipe cleaner dolls. People have learned to avoid me when I want them to. I say, "Alright, bitches, I gonna go get the dolls if you don't cooperate with my demands!" Then they usually give in. However, there are other times, when I have to hit them in the back of he head with a large, blunt object in order to get them to cooperate. When they wake up I ask them whether or not we should still be friends considering that they're dangerous and run into **** for fun until they pass out and forget everything.

Yes, it is possible to make a doll for spiritual work. IMO, that is the best way to go about doing work using dolls. One can make a poppet using appropriately colored cloth (for example, for love one might use red or pink, for commanding one might use blue, for money one might use green) to make dolls much like the little strings of paper dolls holding hands that teachers used to cut out to decorate a classroom many moons ago. If one is trying to do work on a specific individual, one might get a piece of that individual's clothing and make the doll out of that material. Fancier dolls can be made by hand but I find simplicity is best for most spiritual work.
Once the poppet is made, one would stuff it with herbs and powders to facilitate the spiritual work one is trying to accomplish. For love work, for example, one might use red rose petals. In South Louisiana, it is common to use Spanish Moss to stuff dolls; however, it take a good bit of work to harvest and clean it sufficiently. One can use simple batting (I think that's what it's called -- sorry I'm not a seamstress) from a fabric store or even cotton to give the doll form.
If one does not have much of the person's clothing, put a little piece inside the doll. If one can get hair or fingernails, place those inside the doll. Call the doll by the person's name and set the work according to the directions given to you by your elder or by your spirits. If you do not know the work you are trying to do, please please please consult with an elder first to get an idea of what should be done. Spiritual work is not to be trifled with and done incorrectly or without the will of the spirits can cause unpredictable results.

Voodouans rarely use dolls. Hollywood has blow their use out of proportion. Poppets are used primarily for healing.
